Administration Lobby— As a testament to its quality and outstanding service in human resources management and for its continuous effort in fostering a culture of meritocracy, transparency, and efficiency, the University received the Bronze Award in the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) from the Civil Service Commission (CSC), today, 20 April 2025.

Said award was conferred after the academe met all PRIME-HRM Level 2-Maturity Indicators of all 4 core HRM areas, namely Recruitment, Selection, and Placement (RSP), Learning and Development (L&D), Performance Management (PM), and Rewards and Recognition (R&R).

MPSU is the third SUC in the region to receive the award, next to Ifugao State University and Benguet State University.

University President Dr. Edgar G. Cue expressed his gratitude to the CSC for their steadfast support and guidance towards seeking improvements and innovations that can foster excellence in public services. Dr. Cue also commended the MPSU family and its Human Resources Management Office (HRMO) for its crucial role in prioritizing employee well-being. โ€œMay this recognition inspire us more to work better to be the best in enhancing our processes, policies, and programs to better serve our constituents,โ€ he added.

Meanwhile, CSC-CAR Regional Director Mr. Fernando O. Mendoza congratulated the University for being conferred with the award. โ€œMay this achievement serve as a motivation for you to continue striving for excellence in all aspects of your University life, including academics, research, and community services,โ€ he said.

Vice President for Administration and Finance Mr. Reynaldo P. Gayo, Jr., on the other hand, reminded everyone present of honoring the journey built on dedication, hard work, and unwavering commitment to all who have been part of the University. โ€œThis award is a collective achievement,โ€ he said. โ€œIt reflects the countless hours of teamwork, the determination to grow, and the shared vision of excellence that each one of you has nurtured,โ€ Mr. Gayo added.

In addition, Director for HRMO Ms. Zenaida Y. Soliven expressed her gratitude to the current and past administrations, to the CSC-Mountain Province, CSC Assessment Team, and to all dedicated personnel who worked tirelessly for the attainment of the award.

The PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) Award is a recognition from CSC for government agencies that demonstrate excellence in their human resource management practices. It assesses and recognizes agencies that have implemented their HRM systems according to documented processes, achieving a process-defined HRM in four core areas: Recruitment, Selection and Placement; Performance Management; Learning and Development; and Rewards and Recognition. The award comes in different levels, including the Bronze Award, which the University received.

The awarding was attended by CSC Officials and personnel from the region, University officials, students, and personnel.#
