
PASAY CITY—Mountain Province State University (MPSU) President Dr. Edgar G. Cue and Director for Planning and Development Office Dr. Gemma B. Ngelangel are currently joining the state university and college (SUC) leaders from across the country at the ongoing Mid-Year Philippine Association of State Universities and Colleges (PASUC) Convention, being held from July 9 to 11 at the SMX Convention Center.
The convention opened with a keynote address by Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman, who spoke on the theme “Forging the Future: Empowering SUCs through Innovation, Sustainability, and Excellence.” In her message, Secretary Pangandaman emphasized the transformative role of higher education in nation-building and in uplifting the lives of Filipino youth. She also announced the upcoming release of the circular for the second phase of the Reclassified Organizational Structure and Staffing Standards (ROSS), a major reform aimed at improving the staffing structure and administrative efficiency of SUCs nationwide.
The ROSS Phase II is the result of ongoing collaboration between PASUC and DBM, with MPSU President Dr. Edgar G. Cue contributing actively to discussions that promote better resource allocation, workforce development, and institutional alignment across public higher education institutions.
CHED Commissioner Dr. Shirley C. Agrupis also delivered a message urging SUCs to embrace innovation and ensure academic quality and sustainability in their programs, especially as the higher education landscape becomes increasingly competitive and global.
President Cue’s participation in the national convention signals MPSU’s proactive role in advancing reforms in Philippine higher education, particularly in the Cordillera region. His presence also highlights the university’s commitment to national policy dialogues that seek to improve institutional systems and outcomes.
Notably, the convention also provided a venue for a renewed commitment between MPSU President Dr. Cue and PASUC President Dr. Tirso Ronquillo to follow up on the full implementation of ROSS Phase II. Their collaborative efforts are focused on ensuring that SUCs nationwide are better equipped and more strategically organized to meet the evolving needs of students and communities. Their leadership reflects a unified call for timely policy support and operational reforms that will drive the sustainability and excellence of state universities in the years ahead.
The PASUC convention continues with plenary and panel sessions aimed at strengthening governance, innovation, and institutional capacity across the SUC sector.
