Bontoc, Mountain Province โ€“ In a move to empower and uplift Persons Deprived of Liberty (PDLs) and Mountain Province District Jail (MPDJ) personnel through education, the Mountain Province State University (MPSU) conducted a livelihood training and information drive titled โ€œAdopt a Dorm, Build a Future: Livelihood Training Behind Bars” under their project Hospitality Extension Livelihood Program (HELP) โ€at the Mountain Province District Jail (MPDJ) yesterday, August 1, 2025.

The program, which focused on a lecture and orientation on the Hazard Analysis and Critical Control Points (HACCP) system, was facilitated by faculty members and extensionists from MPSUโ€™s Hospitality Management Program.

Anchored on the belief that education must be inclusive and far-reaching, the initiative underscores MPSUโ€™s commitment to making learning accessible even to sectors often marginalized by society.

โ€œThis extension activity of our universityโ€™s Hospitality Management program implies that every person deserves a second chance,โ€ MPSU President Dr. Edgar G. Cue, represented by Chief Administrative Officer Atty. Dexter C. Lingabanan, shared during the activity. โ€œBehind bars, a future can still be built one skill, one livelihood, and one opportunity at a time,โ€ he added.

The HACCP lecture aimed to provide both PDLs and jail personnel with essential knowledge on food safety and sanitation, skills that can pave the way for future livelihood and employment opportunities. More than just technical training, the session also sought to spark rehabilitation and restore dignity through meaningful work and productive engagement.

The activity also served as a testament to the growing partnership between MPSU and the BJMP, with both institutions working hand in hand to provide educational programs within correctional facilities.#
