
Bontoc, Mountain Province โ In a move to empower and uplift Persons Deprived of Liberty (PDLs) and Mountain Province District Jail (MPDJ) personnel through education, the Mountain Province State University (MPSU) conducted a livelihood training and information drive titled โAdopt a Dorm, Build a Future: Livelihood Training Behind Bars” under their project Hospitality Extension Livelihood Program (HELP) โat the Mountain Province District Jail (MPDJ) yesterday, August 1, 2025.
The program, which focused on a lecture and orientation on the Hazard Analysis and Critical Control Points (HACCP) system, was facilitated by faculty members and extensionists from MPSUโs Hospitality Management Program.
Anchored on the belief that education must be inclusive and far-reaching, the initiative underscores MPSUโs commitment to making learning accessible even to sectors often marginalized by society.
โThis extension activity of our universityโs Hospitality Management program implies that every person deserves a second chance,โ MPSU President Dr. Edgar G. Cue, represented by Chief Administrative Officer Atty. Dexter C. Lingabanan, shared during the activity. โBehind bars, a future can still be built one skill, one livelihood, and one opportunity at a time,โ he added.
The HACCP lecture aimed to provide both PDLs and jail personnel with essential knowledge on food safety and sanitation, skills that can pave the way for future livelihood and employment opportunities. More than just technical training, the session also sought to spark rehabilitation and restore dignity through meaningful work and productive engagement.
The activity also served as a testament to the growing partnership between MPSU and the BJMP, with both institutions working hand in hand to provide educational programs within correctional facilities.#
